Understanding the Promise of Progressive Design-Build for Transportation Infrastructure

Jay Chiglo Addresses Changes in Design-Build Delivery in Latest Experts Talk Interview

The design-build delivery method has gained popularity in transportation infrastructure for its perceived speed compared to traditional methods, but it has also faced growing pains, with many large projects experiencing claims and disputes. In response, industry stakeholders are reevaluating the use of fixed-price design-build and exploring the advantages of progressive design-build to mitigate these challenges.

Jay Chiglo, P.E., serves as HDR’s transportation alternative delivery director, coordinating the development of alternative delivery transportation projects across the globe, including design-build, public-private partnerships and more. He has been responsible for the successful management, oversight and delivery of some of the firm’s largest and most complicated transportation projects. In the latest from HDR’s Experts Talk interview series, he uses project examples and his decades of experience to explain recent challenges with traditional fixed-price design-build, the promise of progressive design-build and what the industry can expect in the next 5-10 years. The article is available for republication upon request.

“Progressive design-build and its implementation by agencies throughout the United States will be a major theme of the next few years,” Chiglo said. “It’s a hot topic right now among transportation officials in the industry, and everybody seems to be watching the projects already in progress to see how they go.”

HDR’s Experts Talk interview series shines a light on various aspects of transportation infrastructure design and delivery. Each subject matter expert offers unique expertise and insights about new and ongoing trends, emerging technologies and the human side of infrastructure.
