States sue EPA over refusal to set construction-site stormwater standards

NEW YORK—In early September, New York Attorney General Eliot Spitzer and Connecticut Attorney General Richard Blumenthal filed a federal lawsuit challenging the U.S. Environmental Protection Agency’s (EPA’s) decision to not issue national guidelines and standards for controlling stormwater discharges from construction sites. The lack of national standards for reducing these discharges, according to the attorneys general, undermines the states’ efforts to protect their own waters and endangers interstate waters.
