Stantec, Tetra Tech, APTIM joint venture selected for U.S. Navy CLEAN program

Stantec, Tetra Tech, APTIM joint venture selected for U.S. Navy CLEAN program The team will provide environmental technical and engineering services

San Diego, Calif., TSX, NYSE:STN — Stantec, a global leader in sustainable design and engineering, in partnership with Tetra Tech and APTIM, has been awarded an eight-year single award task order contract by the Naval Facilities Engineering Systems Command (NAVFAC) Southwest. Project work under this contract is expected to reach the full capacity of US$240 million.

Under the joint venture (JV) Triquetra III, the team will support the U.S. Navy’s Comprehensive Long-Term Environmental Action Navy (CLEAN) program—performing studies to identify, delineate, and design remedial alternatives for some of the most complex environmental issues the Navy is facing.

Aligned focus on environmental solutions

The CLEAN program addresses critical environmental issues, such as PFAS contamination and other hazardous substances, on military bases. The JV team will proactively identify and address potential environmental and health impacts. This includes the delivery of preliminary assessments, site inspections, remedial investigations, feasibility studies, pilot studies, and remedial design.

Projects under this contract will take place primarily on Navy and Marine Corps installations in California, Nevada, and Arizona. Other project locations can include Washington, Hawaii, and other Pacific installations.

Building on a legacy of federal collaboration and innovation

This contract adds to Stantec’s portfolio of work with the U.S. Navy and NAVFAC. This award follows a similar five-year contract under which Stantec helped develop the Navy’s enterprise decision-support system for encroachment management. In 2021, the firm was awarded a five-year contract to support the planning, design, construction, and renovation of large waterfront projects in NAVFAC’s Mid-Atlantic region.

“This award reflects the Navy’s trust in our team’s ability to address complex environmental challenges,” said Douglas Gilkey, Stantec’s deputy program manager for the contract. “We align with the Navy’s mission of environmental stewardship and resilience and look forward to advancing cleanup efforts that protect both human health and natural ecosystems.”

Gilkey added that this joint venture brings together three of the industry’s leading environmental engineering firms, leveraging their collective expertise, resources, and global capabilities with a proven track record of performance on NAVFAC Southwest’s Environmental Restoration Program.

“Tetra Tech, as part of our Joint Venture team, is pleased to continue supporting NAVFAC Southwest in delivering innovative, timely, and cost-effective solutions to advance the goals of the Navy’s Environmental Restoration Program,” said Kathy Vandenheuvel, Tetra Tech NAVFAC Southwest CLEAN program manager. “We are fully prepared to leverage decades of expertise and proven methodologies to provide compliant, sustainable, and forward-thinking solutions that address the Navy’s evolving priorities.”

“This contract is a testament to the Navy’s commitment to advancing sites that present some of the most complex environmental and regulatory challenges,” said Ulrika Messer, PE, sr. vice president of Remediation & Technical Solutions at APTIM. “As part of the Triquetra III team, APTIM will leverage our PFAS: Flask to FieldTM research and decades of remedial design expertise and regulatory experience to implement solutions that accelerate investigation, cleanup, and closure.”
