RFQ issued for engineering design of Pittsburgh Airport modernization

Pittsburgh — The Allegheny County Airport Authority issued a Request for Qualifications (RFQ) from interested and qualified firms to provide Professional Architectural and Engineering Design and Construction Phase Services for the Terminal Modernization Program (TMP) at Pittsburgh International Airport. Release of this RFQ begins the process to select the Architectural/Engineering Team that will be a key partner in modernizing and reshaping Pittsburgh International Airport for the future.

Announced in September 2017, the TMP will position Pittsburgh International as an industry leader in airport design, operation and management, with new facilities that will provide best-in-class passenger experiences while reducing long-term costs.

“Up to this point, we have been finalizing the planning and working with design concepts for the new terminal,” said Allegheny County Airport Authority CEO Christina Cassotis. “The firm that is ultimately chosen will further develop concepts and turn them into a complete design that will eventually bring the new terminal to life.”

The Airport Authority is looking for firms that can balance local expertise with national/international experience to design a terminal that reflects Pittsburgh’s local sensibilities, sense of place, and best-in-class design, operations and customer service features.

The Terminal Modernization Program consists of the following:

  • A three-level, 632,000-square-foot Main Terminal addition to the existing Airside Terminal consisting of the following:

– Ground Level: Airline and Airport support, baggage operations, explosive baggage detection systems, Federal Inspection Services and building utilities;

– Concourse level: Airline and passenger functions related to check-in, security screening checkpoint, domestic baggage claim, and concessions;

– Mezzanine level: ACAA administrative offices and conference space

  • Refurbishment of the existing Airside Terminal’s concourses
  • A six-story garage connected to the Main Terminal addition by two pedestrian bridges. The garage structure will house 4,500 public parking spaces; rental car counters, pick-up and return, and ground transportation center (GTC)
  • Separate rental car quick turn-around (QTA) facility
  • Paved lots for commercial vehicle staging and a cell phone lot
  • New roadway system to support the new terminal complex

Statements of Qualification from interested teams are due the third week of February.  Shortlisted teams will be invited to a mandatory pre-proposal meeting to be held in conjunction with a second Industry Day Event on March 13. Final proposals will be due in April, with selections and contract award expected second quarter 2018.
