New Manager Takes on Airport Engineering Group at R&M

January 21, 2020–  Carla Baxley, PE has been promoted to Group Manager of Airport Engineering at R&M CONSULTANTS, INC. (R&M).

Carla has 18 years of Alaskan engineering experience, with 12 of those years at the Alaska Department of Transportation and Public Facilities (DOT&PF) serving as a Designer, Project Engineer and Manager on aviation and roadway projects in rural and urban Alaska. She joined R&M in 2018 as a Senior Project Manager and excels at working with clients to develop designs that follow Federal Aviation Administration (FAA) and State regulations, policies and procedures.

As Group Manager, Carla is responsible for managing R&M’s Airport Engineering Group. The work includes studies, design and construction support services for runways, taxiways, aprons, signage, lighting systems, hangar facilities and landslide improvements at larger international airport facilities, and smaller regional and community class airports.

“We have a really motivated and talented airport engineering team here at R&M and I look forward to helping them grow and develop,” said Carla. “Being adaptive and keeping an open mind is key to this group’s success as we are consistently coming up with new processes and innovative techniques to help our work become more streamlined. We will continue to strive to cultivate strong relationships and collaborate within our group, with other groups within R&M and with our clients, and focus on producing excellent work.”

Carla’s experience includes managing more than 60 aviation and highway design projects, giving her extensive experience with FAA and FHWA regulations, policies and procedures. She is currently managing several DOT&PF airport projects that will enhance airport safety and prolong the infrastructure’s design life, including the Newtok Airport Relocation, Ekwok and New Stuyahok Airport Resurfacing, and Nome Airport Operating Settlement Repair – Stage II. These airports provide the only year-round transportation for med-evac, passenger, mail and cargo services for these communities.

Carla has a B.S. in Civil Engineering from the University of Alaska Anchorage and is a professional civil engineer licensed in Alaska. She is active in Toastmasters and the American Public Works Association, and serves on the Urban Design Commission. Outside of work, Carla spends time with family and friends, racing in triathlons and learning to play the guitar.
