Ken Feldman to Lead WSP USA Advisory’s FTA Grant Practice for Major Transit Projects

Played key role in securing funds to create Seattle’s first light rail system for Sound Transit and as a regional leader for nearly two decades with the Federal Transit Administration.

SEATTLE — Kenneth Feldman, former deputy regional administrator for the Federal Transit Administration (FTA) in the Northwest, will lead the FTA grant practice for major transit projects within WSP USA Advisory. WSP USA is a leading engineering and professional services consultancy.

Feldman will use his experience and knowledge of federal grant requirements to devise funding strategies for transit projects and improve each client’s ability to successfully implement their major capital projects.

“Ken has collaborated with several transit agencies throughout his career, guiding efforts to successfully secure financing opportunities for transit systems that have made generational impacts on their communities,” said Denise Turner Roth, WSP USA Advisory national business line executive. “As a key member of the WSP Advisory team, Ken’s depth of knowledge developed from years of successes in the Northwest will be a tremendous asset to our clients across the U.S.”

Feldman arrives at WSP following a 34-year career in the federal government. He previously served as the deputy regional administrator for the FTA Region 10 office in Seattle, where he led a team of 20 experienced transportation professionals managing a $20 billion transit project portfolio. Region 10 covers Washington, Oregon, Idaho and Alaska.

During his 19 years working for FTA, Feldman provided technical assistance to transit agencies to help them implement major capital and navigate FTA’s New Starts approval process. He was part of teams that developed FTA’s risk management processes and improved the agency’s project oversight procedures.

His assistance to transit agencies led to the award of Capital Improvement Grants for many major capital projects, including the $2.7 billion Initial Segment and several expansions for Sound Transit’s Link light rail system; the Orange Line and Green Line for TriMet’s Max system in Portland; and several bus rapid transit systems in Oregon and Washington.

Before joining FTA, Feldman managed design and construction grants for the U.S. Economic Development Administration’s Seattle regional office and served as an officer in the U.S. Navy Civil Engineer Corps.

Feldman graduated from the University of Wisconsin-Madison with a bachelor’s degree in civil engineering and from the University of Washington with a master’s degree in construction management. He is a licensed civil engineer and a certified project management professional.
