Gafcon launches Transportation Division

San Diego — Gafcon, a program and construction management firm, launched services into the transportation sector. Spearheaded by transportation planning veteran Sam Hout, the construction management firm will expand its services to include federal, state and local transportation projects.

We’re excited to offer that same promise for this new sector,” said Yehudi “Gaf” Gaffen, Gafcon’s CEO. “We’re extremely fortunate to have someone of Sam’s caliber onboard to head up this effort. He’s a recognized leader in the field with extensive roadways, rail and transit experience that will allow us to provide our tried and tested technology solutions to this sector.”

Hout has more than 30 years of experience in engineering and construction of civil engineering and infrastructure projects. This includes roles as Senior Vice President of CH2M Hill Southern California Transportation, Vice President of The Post, Buckley, Schuh & Jernigan (PBS&J) Corporation, Principal and Owner of the Culver Group, Project Director with URS, Program Director with the Orange County Transportation Authority and Project Director with Bechtel Power Corporation.

During these assignments Hout has been involved with many complex transportation projects, including the $3.1 billion Measure M transportation program in Orange County, Calif., the $1.9 billion Interstate 5 reconstruction from Pacific Coast Highway in San Juan Capistrano to Los Angeles County and the $800 million infrastructure and parking improvement project for the Disney California Adventure.

Hout earned his Bachelor of Science in Civil Engineering from the University of Texas at Arlington and his Masters in Civil Engineering from California State University, Long Beach. He obtained his transit management certifications from the University of California, Irvine and Bay Area Urban Transit Institute, San Francisco. Hout is also involved in numerous groups, including the American Society of Civil Engineers, Consulting Engineers and Land Surveyors of California, Design-Build Institute of America, Building Industry Association, Tau Beta Pi Engineering Honor Society and Chi Epsilon National Civil Engineering Honor Society.
