Freese and Nichols Expands Its Program Management And Project Delivery Expertise In Florida

TAMPA, Florida – Freese and Nichols, Inc., continues expanding its team of senior utilities project leaders with the addition of Charles Cullen, PE, BCEE, and Jenelle Ostrowski, PE, who both bring broad experience in helping cities and counties with water infrastructure solutions.

“Charles and Jenelle both have firsthand knowledge and a keen understanding of the challenges water utilities face today,” said , Freese and Nichols’ Florida Engineering Group Manager. “Their past experiences within the public and private market sectors, combined with familiarity with permitting agencies, helps local utilities move their projects forward. As key members of our team, they’ll be able to assist clients who are trying to stay ahead of rapid growth as well as those addressing aging infrastructure.”

Charles Cullen has 20 years of utilities engineering and management experience in the public and private sectors, with particular expertise in interagency coordination, hydraulic analysis and pump station expansion and rehabilitation. He has assisted public utilities across Florida, including directing a five-year capital program for Pasco County and leading multiple communities’ master planning for water, reclaimed water and wastewater services.

Cullen has master’s and bachelor’s degrees in environmental engineering from the University of Central Florida and is a Board Certified Environmental Engineer. He is a member of the American Water Works Association and has chaired the Florida Section Region IV Utility Committee. He previously served on the Public Supply Advisory Committee for the Southwest Florida Water Management District. He also is a member of the Water Environment Federation and American Society of Environmental Engineers and Scientists. 

Jenelle Ostrowski has more than 15 years of experience in civil design and project management. She has led capital improvement programs to enhance capacity for water, wastewater and reclaimed water infrastructure in redeveloping regions, such as Pinellas County. She also has extensive permitting experience and has overseen large construction and transportation projects.

Ostrowski received a Bachelor of Science in civil engineering from Pennsylvania State University and a Bachelor of Arts in engineering from Elizabethtown College. She is a member of the American Water Works Association, Florida Engineering Society and Water Environment Federation.
