DBF, Inc. client wins Wastewater System of the Year Award

Salisbury, Md. — Davis, Bowen & Friedel, Inc., announced that the Town of Snow Hill, Md., a longtime client, was recently awarded the Wastewater System of the Year Award by the Maryland Rural Water Association. This award is given to one wastewater system in the State of Maryland each year that demonstrates exemplary wastewater management and/or innovation.

The Town of Snow Hill earned this award for excellence in overall wastewater management including the Town’s recently completed advanced wastewater treatment plant for which Davis, Bowen & Friedel, Inc., provided preliminary engineering, funding assistance, design, construction management, and operational assistance services.

In order to support the Chesapeake Bay Restoration efforts, the Town of Snow Hill needed to upgrade the town’s wastewater treatment plant to reach an Enhanced Nutrient Removal (ENR) level of treatment. With a capacity of 0.5 Million Gallons per Day (MGD), the plant is considered to be among the 66 “major” treatment plants in the State of Maryland as identified by the Maryland Department of the Environment (MDE). As such, the ENR Upgrade Project was a primary goal for the Town of Snow Hill, the State of Maryland and the Environmental Protection Agency (EPA).

In September of 2010, when funding possibilities for an ENR Upgrade became available, the Town contracted with Davis, Bowen & Friedel, Inc., for the completion of the planning, design, construction management, and operational assistance of the upgrade project. Davis, Bowen & Friedel, Inc., worked closely with the Town Manager, Plant Superintendent and other staff members throughout the design process and construction phases in order to gain a clear understanding of the Town’s needs and expectations. As a result of superior planning and coordination between the Town and Davis, Bowen and Friedel, Inc., the Plant Superintendent was able to keep the existing wastewater treatment plant operational throughout construction.

The upgrade project was fully operational on schedule and completed below budget. Currently, the upgraded treatment facility is far exceeding the difficult ENR level of treatment desired by MDE. Team members from both sides went above and beyond to ensure the effective completion of this essential upgrade. With this award, Maryland Rural Water Association and the State of Maryland recognized the extensive efforts by the Town of Snow Hill and Davis, Bowen & Friedel, Inc., team to vastly improve the Town of Snow Hill Wastewater Treatment Plant, Pocomoke River, and Chesapeake Bay.
