COWI to play key role in National Highways’ infrastructure consortium

COWI joins the team selected for Specialist and Technical Services 3 (SPaTS3) framework to deliver transformative infrastructure solutions across England.

COWI is proud to announce its participation as a key partner in the Arcadis-led consortium that has been appointed to the Specialist and Technical Services 3 (SPaTS3) framework by National Highways. The consortium, which includes industry leaders Carnell, COWI, Deloitte, and MICHELIN Mobility Intelligence will provide expert consultancy services across a broad range of competencies essential to the development and maintenance of England’s strategic road network.

The SPaTS3 framework offers National Highways streamlined access to world-class multi-disciplinary services spanning 26 core technical areas, from asset operation and strategic transport planning to road user behaviour and sustainability.

“We’re thrilled to be part of this consortium, which aligns with COWI’s mission to shape a

sustainable and connected future,” said Andy Sloan, Managing Director, COWI UK & Ireland. “Our deep expertise in infrastructure design, asset management, and digital engineering will contribute to creating more resilient, safe, and efficient transport systems across the country.”

As a company renowned for delivering complex infrastructure projects around the world, COWI brings strong technical knowledge, systems thinking, and a commitment to sustainable outcomes. Within the SPaTS3 framework, COWI will play a central role in developing forward-thinking solutions—leveraging data, innovation, and international best practice—to support National

Highways in meeting the evolving demands of the UK’s road network.

The SPaTS3 appointment marks a continuation of COWI’s long-standing partnership with both public and private stakeholders in the UK’s transport sector, and a further step in its strategy to support sustainable infrastructure development across the region.
