Build America Bureau releases guide for financing highway P3 projects

Washington, D.C. — The Build America Bureau, in cooperation with the Federal Highway Administration’s (FHWA) Center for Innovative Finance Support, released a guide on Financing of Highway Public-Private Partnership Projects. This guide has been developed for public sector transportation professionals interested in understanding the basic financial structures that may be encountered in a public-private partnership (P3) project.

This guide was developed in response to requirements under the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America’s Surface Transportation (FAST) Act to develop best practices and tools for P3s. The guide is part of a P3 Toolkit consisting of tools and guidance documents to assist in educating transportation professionals as well as public sector policymakers, and legislative and executive staff. The objective of the guide is to increase the readers’ knowledge and understanding of the concepts and skills needed to finance transportation projects using a P3 approach. The guide describes many standard techniques used to conduct a P3 financial assessment.

The Build America Bureau and FHWA are presenting a webinar on Thursday, February 2, 2017, from 2:00pm to 3:00pm Eastern. Brien Desilets of Claret Consulting, the principal author of the paper, will provide an overview of the key concepts in the guide and answer questions. Pre-registration is required for this event.
