ACCELERATE MARYLAND PARTNERS ANNOUNCES DESIGN AND CONSTRUCTION CONTRACTOR SHORTLIST FOR PHASE 1 SOUTH OF THE NEW AMERICAN LEGION BRIDGE I-270 TRAFFIC RELIEF PLAN

Competitive solicitation process advances three teams to Request for Proposals stage with continued focus on small, women and minority-owned participation goals

TYSONS, VA | Accelerate Maryland Partners LLC (AM Partners) announced the conclusion of the Request for Qualifications (RFQ) process for individual firms, joint ventures or teams (Respondents) interested in being a Design and Construction Contractor (D&C Contractor) for the design and construction of Phase 1 South of Maryland’s New American Legion Bridge I-270 Traffic Relief Plan. AM Partners, led by Transurban and Macquarie Capital, selected three Respondents to advance into the Request for Proposals (RFP) stage of the competitive solicitation.

Teams were shortlisted based on criteria identified in the RFQ process that launched in June 2021. Criteria included the ability and experience to deliver on a design and construction project of similar size and complexity as Phase 1 South of the New American Legion Bridge I-270 Traffic Relief Plan.

The RFQ represented the first stage of the selection of a D&C Contractor(s) for Phase 1 South which includes the segment from I-495 from the vicinity of the George Washington Memorial Parkway replacing the American Legion Bridge to I-270, and I-270 from I-495 to I-370 of the project.

The RFQ process concluded on August 25, 2021, with the shortlisted bidders being selected and notified. The three teams in alphabetical order are:

  • FCC Construction, Fay, Allan Myers, Aldridge Electronic, Inc., Gannett Fleming, Inc., Jannsen & Spaans Engineering
  • The Lane Construction Corporation, Shirley Contracting, Corman Kokosing Construction, Concrete General, Wagman Heavy Civil, Bruce and Merrilees Electric, HNTB Corporation, Rinker Design Associates, P.C., A. Morton Thomas & Associates
  • Tutor Perini/Lunda, Parsons Transportation Group Inc.

AM Partners was selected by the Maryland Department of Transportation as the Preferred Developer to deliver the New American Legion Bridge I-270 Traffic Relief Plan in February 2021 followed by approval of its Phase P3 agreement by the Maryland Board of Public Works in August, clearing the way for predevelopment work to begin in collaboration with stakeholders and corridor communities prior to final design and construction. AM Partners identified a number of business and community investments as part of its project proposal including a commitment to minority and disadvantaged business participation, transit improvements in Montgomery County, a community grant program, Vision Zero investments and water quality enhancements.
