HNTB wins P3 procurement services contract in Texas

Austin, Texas — The Texas Department of Transportation Strategic Projects Division selected HNTB Corporation to provide statewide procurement engineering services in the development and implementation of planned public-private partnership (P3) projects, including innovative delivery methods such as concession and design-build. The firm also will provide technical support and feasibility analysis under the contract.

“From the very beginning of alternative delivery projects in Texas, HNTB has been by TxDOT’s side as procurement engineer,” said John Bourne, HNTB project manager. “We have proven our commitment to TxDOT by continuing to serve exclusively on the owner’s side of the state’s most complex P3 projects. This contract helps further our position as the client’s trusted adviser in support of the development and implementation of planned P3 projects.”

The contract is expected to begin this month and will be in effect through September 2020. TxDOT anticipates HNTB will provide procurement services for the Southern Gateway in Dallas, IH-35 in Austin and San Antonio, and the South Padre Island 2nd Access Project.

Wendy Travis, a project director in HNTB’s Austin, Texas office, secured HNTB’s involvement in the contract, which will include providing support for some of the largest alternative delivery projects in the state.

“Our team is crafted to bring TxDOT some of the best and brightest individuals in the field from around the firm on an as-needed basis,” said Carlos Lopez, HNTB south and central Texas office leader. “It requires 100 percent commitment and availability from our project manager, P3 procurement managers and operations-and-maintenance task leader.”

HNTB helped TxDOT procure numerous projects around the state in the past, including State Highway 130 Segments 5 and 6, State Highway 183 Managed Lanes, I-35 East Managed Lanes and the Dallas Horseshoe.
