The Hampton Roads Transportation Accountability Commission (HRTAC) approved a historic funding agreement between HRTAC and the Virginia Department of Transportation (VDOT) to deliver the Hampton Roads Bridge-Tunnel (HRBT) Expansion Project — the largest transportation project in Virginia’s history.
