CEC acquires Shepherd Engineering Design Company

Oklahoma City, Okla. — Civil & Environmental Consultants, Inc. (CEC) announced the acquisition of Oklahoma City-based civil and solid waste engineering firm Shepherd Engineering Design Company, Inc. (SEDCo). The addition of SEDCo talent and operations marks a significant step for CEC as the company broadens its capabilities and expands its presence in the South and Midwest.

“This acquisition is part of CEC’s ongoing strategy and commitment to grow and diversify the Oklahoma City office,” said Dean A. Koleada, P.E., CEC principal and Oklahoma City office lead. “Welcoming the talented professionals and technicians from SEDCo allows us to add solid waste services, such as engineering, design and permitting for transfer stations and landfills, to our offerings.”

In March 2018, CEC made its largest acquisition to date with engineering firm KBGE. The KBGE office in Oklahoma City, which opened in 2016, established CEC’s presence in the Oklahoma market. CEC has grown its focus in Oklahoma to include real estate development and professional land surveying and will now fold in waste management with the addition of SEDCo.

SEDCo founder Jeffery A. Shepherd, P.E., will join CEC as a principal and the waste management practice lead in the Oklahoma City office. Shepherd is registered as a solid waste engineer in 10 states with nearly three decades of experience in the greater Midwest, Texas, and Pacific Northwest having worked both within the solid waste industry and as a consultant. Under his leadership, SEDCo has provided consulting and engineering services to the public and private sectors since its founding in 2004.

“Transitioning our business to CEC will enable the continued expansion of our practice,” said Shepherd. “CEC’s diverse offerings will allow my team to provide a wider range of services to our solid waste clients on a national level. CEC and SEDCo have partnered on projects in the past and saw the acquisition as a mutually beneficial endeavor, allowing both companies to increase their offerings and provide the highest quality of service to clients. SEDCo’s renowned work in Oklahoma made the company an attractive fit for CEC; the team recently completed a Construction Quality Assurance project for WCA Waste Corporation at their Northeast C&D Landfill in Spencer, Oklahoma. Currently, SEDCo is working with Central Disposal, Inc., an Oklahoma-based solid waste company, to expand their landfill capacity.
