ASCE elects new officers

The American Society of Civil Engineers’ (ASCE) newly elected officers will be installed to its Board of Direction on Oct. 30, 2009, during the business meeting at ASCE’s Annual Civil Engineering Conference in Kansas City, Mo. The new board members include:

President—Blaine D. Leonard, P.E., D.GE, F.ASCE, a research program manager for the Utah Department of Transportation (UDOT) in Salt Lake City. Leonard will hold the organization’s highest elected office until the fall of 2010.

At UDOT, Leonard is responsible for balancing needs, priorities and resources in the Research Division, as well as managing a wide variety of geotechnical, structural, seismic, environmental and traffic safety research efforts. Previously he served as vice president and principal civil/geotechnical engineer for Van Boerum & Frank Associates.

President-elect—Kathy J. Caldwell, P.E., president of Caldwell Cook and Associates. Caldwell will assume the role of Society president in the fall of 2010.

Caldwell joined Caldwell Cook and Associates in May of 2008, after retiring as president of JEA Construction Engineering Services, Inc. Caldwell’s career at JEA spanned almost two decades, during which time she served as a design engineer, project manager and senior construction resident engineer for a variety of public works clients before becoming division manager and vice president.

At-Large Director—Kevin C. Womack, Ph.D., P.E., a professor of civil and environmental engineering, and director of the Utah State University Utah Transportation Center.

Region 3—Eriks V. Ludins, P.E., an assistant transportation engineer with transportation planning and emergency management at the St. Paul Department of Public Works. Ludins will represent members from Sections and Branches in Ohio, Michigan, Illinois, Wisconsin, Minnesota and North Dakota.

Region 4—Sandra N. Knight, P.E., F.NSPE, F.ASCE, a county engineer with the Bradley County government. Knight will represent members from Sections and Branches in Arkansas, Indiana, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia.

Region 8—Kancheepuram N. Gunalan, Ph.D., P.E., a vice president with Parsons Brinkerhoff. Gunalan will represent members from Sections and Branches in Alaska, Arizona, Hawaii, Idaho, Montana, Nevada, Oregon, Utah and Washington.

Technical Region—Robert D. Stevens, Ph.D., P.E., F.ASCE, executive vice president of ARCADIS. Stevens will represent ASCE’s eight institutes.

ASCE has also elected new Region Governors, who will serve three-year terms, providing leadership for their geographic region.

Region 1—William J. Cunningham, P.E., a project manager/project engineer, Siefert Associates, LLC and George Moglia, Jr., P.E., a vice president and principal project manager with PB Americas, Inc., will represent members from Sections and Branches in Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey and Puerto Rico.

Region 2—Donald W. Vannoy, Ph.D., P.E., F.ASCE, a professor emeritus at the University of Maryland, will represent members from Sections and Branches in Pennsylvania, Maryland and Delaware.

Region 3—Darrell J. Berry, P.E., S.E., F.ASCE, an associate vice president and senior project manager with Bloom Companies, LLC, will represent members from Sections and Branches in Ohio, Michigan, Illinois, Wisconsin, Minnesota and North Dakota.

Region 4—J.P. Mohsen, Ph.D., chair of the University of Louisville Department of Civil and Environmental Engineering, and Aaron K. Robinson, P.S., P.E., a senior project manager/engineer with Bond Consulting Engineers, will represent members from Sections and Branches in Arkansas, Indiana, Kentucky, North Carolina, South Carolina, Tennessee, Virginia and West Virginia.

Region 5—Fraser K. Howe, Jr., P.E., a senior associate with T.Y. Lin International, will represent members from Sections and Branches in Louisiana, Mississippi, Alabama, Georgia and Florida.

Region 6—Craig M. Newtson, Ph.D., P.E., an associate professor at New Mexico State University and Walter T. Winn, Jr., P.E., BCEE, F.ASCE, founder of Winn Professional Engineers and Constructors, LLC, will represent members from Sections and Branches in New Mexico, Oklahoma and Texas.

Region 7—F. Jay Burress, P.E., associate principal at Shafer, Kline & Warren, Inc., and Loras A. Klostermann, P.E., manager of the Field Services Division at The Schemmer Associates Inc., will represent members from Sections and Branches in Colorado, Iowa, Kansas, Missouri, Nebraska, South Dakota and Wyoming.

Region 8—Michael E. Mathieu, P.E., F.ASCE, an adjunct lecturer at the University of Arizona and Raymond Walton, Ph.D., P.E., D.WRE, a vice president with WEST Consultants, Inc., will represent members from Sections and Branches in Alaska, Arizona, Hawaii, Idaho, Montana, Nevada, Oregon, Utah and Washington.

Region 9—Kathleen S. Hayes, P.E., a project manager with Kennedy/Jenks Consultants, will represent members from Sections and Branches in California.

Region 10—Himansu K. Banerjee, Ph.D., P.E., a senior structural consultant engineer at Worley Parsons, Resources & Energy, and Ronald Hine, president of SAE Construction Management, will represent ASCE’s International Sections and Groups.
