Sewer and wastewater construction got off to a strong start in 2019 with a 34 percent increase in the first four months of the year. Levels have slowly been edging upwards over the past two years, possibly as a result of the numerous environmental disasters – hurricanes, flooding, and so forth – that have occurred in recent years. Other support is coming from America’s Water Infrastructure Act (AWIA), signed into law in 2018. AWIA included a reauthorization of the Water Resources Development Act (WRDA) that authorized $3.7 billion in federal funds for the Army Corps of Engineers for dredging, flood control, and other projects. AWIA also authorizes funding for the state revolving loans, subject to the annual appropriations process.
