A 30-year transportation professional who has worked in both the public and private sectors, O’Meara, who is based in Boston, has full responsibility and accountability for client relationship management, strategic planning, and business development within a 10-state region. Sissy Nikolaou, Ph.D., P.E., was named a principal multi-hazards and geotechnical engineer in the New York office of WSP | Parsons Brinckerhoff. Dana Meier will manage transportation and infrastructure operations in Utah, Idaho, and Montana as the new area manager in the Murray, Utah office of WSP | Parsons Brinckerhoff. Samuel F. Minnitte, Jr. was named transportation and infrastructure area manager in the firm’s Baltimore office.
Skanska USA promoted Mel Jones to national director of Diversity & Inclusion (D&I), focusing on implementing the company’s D&I strategies and achieving diversity-related targets. Jones’ professional career includes nearly 20 years of experience in land use and civil design, most recently as owner of Rucker LDC, a land development consulting firm.
Russ Tamblyn joined CDM Smith as director of the firm’s Virtual Design and Construction group. He will be responsible for driving CDM Smith’s research and project innovations in the alternative project delivery market, including advances in mixed-reality technology that allows clients to visualize projects from proposal through design, construction, and operations.

Dewberry promoted Michael J. Walsh to senior vice president in the firm’s Fairfax, Va., office. Walsh manages the resilience solutions group and has extensive knowledge of project and program management in water resources, having retired from the U.S. Corps of Engineers after 36 years of service. Peter Garvey, P.E., was promoted to associate vice president and business unit manager in Dewberry’s Boston office. Garvey will be responsible for management of the office’s daily operations and serving clients in the areas of transportation, water/wastewater, and telecommunications engineering. Kim Dunn, P.E., D.WRE, CFM, an associate with Dewberry, was appointed as a board member to the American Society of Civil Engineers’ (ASCE) Energy, Environment, and Water Policy Committee.
